juvenile planta dermatosis?, if he has a similar case on the palms then it could be palmar/plantar or allergic reaction to synthetics common in this age group

I've got to be honest: I wouldn't try to make a diagnosis - I'd refer to dermatology where they could get a definitive diagnosis based on skin scrapings, swabs etc.
