Default Onychomycosis treatment withdrawl

Clinical committe of effectiveness sent a letter to Podiatrists in Herfordshire informing of the withdrawl of treatment to all cases except diabetics, immuno supressed, peripheral vascular disease and secondary infections. And all must have clippings taken to prove they have onychomycosis.

I am just in the process of writting back and need help on finding a paper from Drake.L.A, et al (1998) "Effects of onychomycosis on the quality of life". J Am Acad Dermatol 38(5):702.1998. Cannot track it, a downloaded version would be good.

thankyou

How do they justify doing something that silly given the very high false negative rates?
