Hi Helen,
What is a FHP ? In NZ to practice as a Podiatrist you must have a BSc in Podiatry or equivalent. However I dont think there is any law against pedicures or foot care by anyone wanting to cut nails and general skin care (non - Sharp).

Anyone else opinion?

Cheers Joe
