I can do better than that, I collect these news items and have many from all over the world, dating back several years.
I should say in an other life I read a masters in forensic sexology and have a academic interest (honest) in 'graduation', a term used to describe incremental sex crimes which document the career of serious offenders, like lust murderers.
Feet assaults (often involving tickling) are on the increase (the reports would confirm this) and the nature of the crimes vary but often include shoe theft, foot linking or tickling. Until recently these assaults were dismissed by athorities as abherent behaviour with no real significance however other forms of graduation such as 'snow dropping (stealing knickers)' have been shown to be significant.
There are at least a couple of cases documented where the murderer has sawn the feet off their victims and kept them as souverniers/trophies. I was asked by Bazaar magazine (UK) to comment on a case in the US where the felon removed the foot of his victims to fit his large shoe collection. Another notorious killer was a shoe maker and in his early career as a sex criminal was transfixed with the idea of making foot orthoses as the answer to perfect living. He genuinely thought foot orthoses were the answer to all human problems.
His experiement work was done on mice (Yes, mice!) but he got very disenchanted when he realised the mice would not keep their orthoses on their little feet. (How inconsiderate). Disillusioned he went on to commit some horrendous slayings.
In the tradition of Crimewatch UK, I should cmplete this posting by saying these crimes are very, very rare and should not worry too many pedestrians.

Recently reports of a foot assaults and taking uninvited voyeuristic photographs of womens’ feet has caused much concerned amongst the foot fetish community, who now live in fear of reprisals. Foot assaults in public places are not usually sexually motivated rather an uninvited intruson of privacy which technically constitute an assault. The increase number of "up skirting" and "happy slapping" incidents reported in towns and cities around the world have forced a change in thinking and brought the matter to public attention. Neither of these crimes are however a sex crime and the action has more to do with power domination and bullying. Across the world, foot assaults are reported more frequently which may have more to do with better policing than an epidemic of foot paraphiliacs. It is quite common in a consensual relationship to be partial to specific parts of the human body in precoital activity, which means foot partialism is well within normal behaviour. The vast majority of foot worshipers fall into the partial to low level category of fetish which would not be considered pathological behaviour. Mid to high level fetishism is more rare and guesstimated at about 0.75% of the males between 17-60. This is a paraphilia (abnormal fetishism) because it describes an anti-social preoccupation where the foot and only the foot (without the owner) is the complete object of sexual desire. A high level fetish for shoes is probably as common, but foot fetishists are rarely shoe fetishists and vice versa.
Some of the felons in the reported foot assaults might be demonstrating abnormal behaviour of a mid to high level fetishist, but only in their embryonic development. The consequence of a foot assault by a high level fetishist would be more dire.

I get that a lot! I usually just say "play with?!" in an incredulous tone and enjoy the stuttering apology.
The irony of course being that given the horrendous grusome examples of the lower appendage complete with pus, gore and toe cheese we are probably the last group in the world who would have a foot fetish! Toe sucking? You'd die of toxic shock with half of our patients!

I have been called upon in the past to give advice to foot fetishists and foot lovers on the best way to avoid cross infection whilst engaged in frollicks of the foot kind. Amazing what people will ask on live radio. I have also been approached by a well known Madam to give instruction to her employees on how best to use their feet for safe sex puposes.
Just as soon as I get out of the locked ward, I will accept her commission too
I did spend a solid six months reseaching foot and shoe sex a couple of so years back and have to admit to being bored to my back teeth. (Oh course I would say that) :p

I think I am passed my sell by date for jobs in podiatry now. Lucky to get an interview these days and when I do, nothing happens. God save us from pompous interview panels and inept HR departments.
I innocently read for a Masters in Forensic Sexology a few years ago and met a wonderful array of unusual and interesting people, one of which my supervisor, Dr Gabriel Morrissey (daughter of Di Morressey) and Gabriel is a sexologist with a 'phone in' program for people with sexual problems. I happened to have researched the origins of the dildo and electric vibrator (as you do in academe) ; history of the pin up ; and social history of the T shirt and development of underwear. (summaries of which are in my foot talk blog <http://foottalk.blogspot.com/ > - just look under search) Garbiel invited me onto her talkshow and the rest as they say is history.
I also researched sex workers and sumptuary law <see http://podiatry.curtin.edu.au/sump.html> and was invited to contribute to a US major publication called, the History of Prostitution.
As an aside when my old university did an analysis of web site referrals to their main website (looking to improve their hit lists) they found the podiatry department website was very popular but the highest ranking referral sources in the uni were my chapters on foot sex, the soccer boot and skateboarding shoes. The matter was played down of course (well they were closijg the department) but it was good to know the interst of teenagers does not change. At its height the podiatry website received an average one million hits per month.
The website is still maintained by the uni because the history of footwear contains so much Australiana and is now archived in the National Library in Canberra - so I feel I have earned my citizenship.

A Halifax man who was sentenced in 2006 for calling strangers to discuss his foot fetish has pleaded guilty to a series of similar new charges. John Reginald McLellan, 27, pleaded guilty Wednesday to five counts of making indecent phone calls; three counts of making harassing phone calls; eight counts of breach of probation; and one of uttering threats. He has been sent for a sex offender assessment before his sentencing on March 18. Three of McLellan’s eight current victims were also victims in his previous charges. In 2006, McLellan was sentenced to four months house arrest followed by four months curfew for making hundreds of harassing phone calls. He would discuss his black socks and ask the strangers to smell his stinky feet.
